Comrades:

Now, I am delivering a report to the Congress on behalf of the 19th Central Committee.

The 20th National Congress of the Communist Party of China is a very important congress held at a critical moment when the people of all ethnic groups across the country are embarking on a new journey of comprehensively building a socialist modern country and striving towards the second centenary goal.

The theme of the Congress is: Holding high the great banner of socialism with Chinese characteristics, fully implementing the thought of socialism with Chinese characteristics for a new era, carrying forward the great spirit of founding the Party, being confident and self-reliant, upholding truth and innovation, making vigorous efforts and forging ahead courageously, and working together to comprehensively build a socialist modern country and comprehensively promote the great rejuvenation of the Chinese nation.

The Communist Party of China has gone through a century-long journey of struggle. Our Party is committed to the great cause of the Chinese nation and the lofty cause of world peace and development, with an enormous responsibility and glorious mission. All Party comrades must always bear in mind our original aspiration and mission, must remain humble, prudent, and diligent, must dare to struggle and be good at struggle, strengthen historical confidence, enhance historical initiative, and write a more splendid chapter of socialism with Chinese characteristics in the new era.

I. The Work of the Past Five Years and the Great Transformations of the Past Ten Years of the New Era

The five years since the 19th National Congress have been extraordinary and unusual. The Party Central Committee has comprehensively coordinated the strategic overall situation of the great rejuvenation of the Chinese nation and the major changes unseen in a century in the world, held seven plenary sessions, made decisions and resolutions on major issues such as constitutional amendment, deepening the reform of Party and state institutions, upholding and improving the system of socialism with Chinese characteristics, advancing the modernization of the national governance system and governance capacity, formulating the 14th Five-Year Plan and the long-range objectives for 2035, and comprehensively summarizing the major achievements and historical experiences of the Party's centenary struggle, made major strategic deployments for the development of the Party and state’s cause, united and led the people of all ethnic groups across the Party, the army, and the country to effectively cope with the severe and complex international situation and successive huge risks and challenges, and continuously advanced socialism with Chinese characteristics in the new era with a vigorous and enterprising spirit.

Over the past five years, we have persisted in strengthening the Party’s overall leadership and the centralized and unified leadership of the Party Central Committee, fully promoted the process of building a moderately prosperous society in all respects, comprehensively, accurately, and fully implemented the new development concept, focused on promoting high-quality development, actively built a new development pattern, steadily advanced reform, solidly promoted whole-process people’s democracy, comprehensively advanced the rule of law, actively developed advanced socialist culture, prioritized ensuring and improving people’s livelihood, concentrated efforts to implement the poverty alleviation campaign, vigorously promoted ecological civilization construction, resolutely safeguarded national security, prevented and defused major risks, maintained social stability, vigorously promoted the modernization of national defense and the military, comprehensively carried out major-country diplomacy with Chinese characteristics, and comprehensively promoted the new great project of Party building. We grandly celebrated the 100th anniversary of the founding of the Communist Party of China and the 70th anniversary of the founding of the People’s Republic of China, formulated the third historical resolution, launched Party history study and education throughout the Party, built the Communist Party of China History Exhibition Hall, called on the whole Party to learn and practice the great founding spirit of the Party, and on the new journey, more firmly and more consciously remember our original aspiration and mission and create a bright future. In particular, in the face of the sudden COVID-19 epidemic, we adhered to the people-first and life-first principles, adhered to the strategy of preventing imported cases and preventing domestic rebounds, and unswervingly adhered to the dynamic zero-COVID policy, launching a people’s war, an overall war, and a decisive battle against the epidemic, maximizing the protection of people's lives and health, and achieving major positive results in coordinating epidemic prevention and control with economic and social development. In the face of the changing situation in Hong Kong, we effectively exercised the central government's overall jurisdiction over the Special Administrative Region in accordance with the Constitution and the Basic Law, formulated and implemented the Hong Kong Special Administrative Region law safeguarding national security, implemented the principle of “patriots governing Hong Kong”, and Hong Kong’s situation has undergone a major shift from chaos to governance. We deeply advanced the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and supported Hong Kong and Macao in developing their economies, improving people’s livelihood, and maintaining stability. In the face of the serious provocations of “Taiwan independence” separatist activities and external forces interfering in Taiwan affairs, we resolutely engaged in major struggles against secession and interference, demonstrating our firm determination and strong ability to safeguard national sovereignty and territorial integrity, and oppose “Taiwan independence”, further grasped the strategic initiative in achieving complete national reunification, and further consolidated the international community’s adherence to the one-China principle. In the face of the rapidly changing international situation, especially in the face of external coercion, containment, blockade, and maximum pressure, we insisted on prioritizing national interests and domestic politics, maintained strategic composure, carried forward the spirit of struggle, demonstrated the firm will to not fear power, safeguarded national dignity and core interests in the struggle, and firmly grasped the initiative in China’s development and security. In the past five years, our Party has united and led the people to overcome many long-standing problems, accomplish many major and important tasks that are crucial to the long term, and achieve remarkable achievements in the cause of the Party and the state that have attracted worldwide attention.

Comrades! Ten years have passed since the 18th National Congress. Over the past ten years, we have experienced three major events of great practical significance and far-reaching historical significance for the cause of the Party and the people: first, the 100th anniversary of the founding of the Communist Party of China; second, socialism with Chinese characteristics has entered a new era; and third, the historical tasks of achieving poverty alleviation and building a moderately prosperous society in all respects have been completed, and the first centenary goal has been achieved. This is a historic victory won through the united struggle of the Communist Party of China and the Chinese people, a historic victory that will be forever recorded in the annals of the development of the Chinese nation, and a historic victory that will have a profound impact on the world.

A decade ago, we faced a situation where, while reform and opening up and socialist modernization had achieved tremendous success, and the Party's new great project of building the Party had yielded significant results, laying a solid foundation, creating favorable conditions, and providing important guarantees for our continued progress, a series of long-standing and newly emerging prominent contradictions and problems urgently needed to be addressed. Within the Party, there were many problems concerning a blurred understanding and lack of action in upholding Party leadership, and many problems concerning the weakening, erosion, and dilution of the implementation of Party leadership. Some Party members and cadres' political beliefs wavered, formalism, bureaucratism, hedonism, and extravagance continued unabated in some localities and departments, ideas and phenomena of privilege were quite serious, and some corruption cases were shocking; structural and systemic contradictions in the economy were prominent, development was unbalanced, uncoordinated, and unsustainable, the traditional development model was no longer sustainable, and some deep-seated systemic and institutional problems and solidified barriers of vested interests were increasingly evident; some people lacked confidence in China's socialist political system with Chinese characteristics, problems such as non-compliance with laws and lax law enforcement were serious; erroneous trends of thought such as money worship, hedonism, extreme individualism, and historical nihilism appeared from time to time, online public opinion was chaotic, seriously affecting people's thoughts and the social atmosphere; there were many weak links in livelihood security; resource and environmental constraints were tightening, and problems such as environmental pollution were prominent; the national security system was imperfect, and the ability to respond to various major risks was weak; the national defense and modernization of the army had many shortcomings; the system for implementing "one country, two systems" in Hong Kong and Macao was imperfect; national security faced severe challenges, and so on. At that time, many people within the Party and in society were worried about the future of the Party and the country. In the face of these prominent contradictions and problems that affected the Party's long-term governance, the country's long-term stability, and the people's happiness and well-being, the Central Committee of the Communist Party of China, after careful consideration and bold decisions, forged ahead bravely and overcame difficulties, uniting and leading the entire Party, the entire army, and the people of all ethnic groups across the country to roll up their sleeves and work hard, pressing forward without fear of difficulties, and unhesitatingly engaging in a great struggle with many new historical characteristics.

Over the past decade, we have adhered to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents," the Scientific Outlook on Development, and fully implemented the new era of socialism with Chinese characteristics, fully implemented the Party's basic line and basic strategy, adopted a series of strategic measures, promoted a series of transformative practices, achieved a series of breakthroughs, and achieved a series of landmark achievements. We have withstood tests of risks and challenges from political, economic, ideological, and natural aspects, and the cause of the Party and the state has achieved historic achievements and undergone historic changes, propelling our country onto a new journey of comprehensively building a socialist modern country.

——We have established the new era socialism with Chinese characteristics, clarified the basic strategy of upholding and developing socialism with Chinese characteristics, put forward a series of new concepts, new ideas, and new strategies for governing the country, achieving a new leap in the Sinicization of Marxism, and persistently using this innovative theory to arm our minds, guide practice, and promote work, providing a fundamental guiding principle for the development of the Party and state's cause in the new era.

——We have comprehensively strengthened Party leadership, clarifying that the most essential characteristic of socialism with Chinese characteristics is the leadership of the Communist Party of China, the greatest advantage of the socialist system with Chinese characteristics is the leadership of the Communist Party of China, the Communist Party of China is the highest political leadership force, and upholding the centralized and unified leadership of the Party Central Committee is the highest political principle. We have systematically improved the Party's leadership system, strengthened the "Four Consciousnesses" of the entire Party, consciously maintaining a high degree of consistency with the Party Central Committee in thought, politics, and action, continuously improving political judgment, political understanding, and political implementation, ensuring the authority and centralized and unified leadership of the Party Central Committee, ensuring that the Party plays its leading role in overall planning and coordination, and our Marxist Party with more than 96 million members is more united.

——We have made a scientific and comprehensive strategic deployment for the development of the Party and state's cause in the new era, putting forward the Chinese Dream of realizing the great rejuvenation of the Chinese nation, promoting the great rejuvenation of the Chinese nation through Chinese-style modernization, overseeing the great struggle, great project, great cause, and great dream, clarifying the overall layout of "five in one" and the strategic layout of "four comprehensives," determining the general tone of work of seeking progress while maintaining stability, coordinating development and security, clarifying that the main social contradiction in our country is the contradiction between the people's ever-growing needs for a better life and unbalanced and inadequate development, and closely focusing on this main social contradiction to promote all work, continuously enriching and developing a new form of human civilization.

——Through continuous struggle, we have realized Xiaokang, the millennial dream of the Chinese nation, and China's development has reached a higher historical starting point. We have adhered to targeted poverty alleviation, fought with all our might, and won the largest poverty alleviation battle in human history. All 832 impoverished counties nationwide have been lifted out of poverty, nearly 100 million rural impoverished people have been lifted out of poverty, more than 9.6 million impoverished people have been relocated, the problem of absolute poverty has been historically solved, and we have made a major contribution to global poverty reduction.

——We have proposed and implemented the new development philosophy, focused on promoting high-quality development, promoted the construction of a new development pattern, implemented supply-side structural reforms, and formulated a series of regionally significant strategic plans of global significance. China's economic strength has achieved a historic leap. GDP has increased from 54 trillion yuan to 114 trillion yuan, China's economic output accounts for 18.5% of the world economy, an increase of 7.2 percentage points, ranking second in the world; per capita GDP has increased from 39,800 yuan to 81,000 yuan. Total grain output remains the world's highest, ensuring food and energy security for more than 1.4 billion people. The urbanization rate has increased by 11.6 percentage points, reaching 64.7%. The scale of manufacturing and foreign exchange reserves remain the world's largest. We have built the world's largest high-speed rail network and highway network, and have made major achievements in the construction of basic infrastructure such as airports, ports, water conservancy, energy, and information. We have accelerated the advancement of independent technological innovation, with total R&D expenditure increasing from 1 trillion yuan to 2.8 trillion yuan, ranking second in the world, and the total number of R&D personnel ranking first in the world. Basic research and original innovation have been continuously strengthened, breakthroughs have been made in some key core technologies, strategic emerging industries have grown rapidly, and major achievements have been made in manned spaceflight, lunar and Mars exploration, deep sea and deep earth exploration, supercomputers, satellite navigation, quantum information, nuclear power technology, new energy technology, large aircraft manufacturing, and biomedicine, enabling China to enter the ranks of innovative countries.

——With tremendous political courage, we have comprehensively deepened reforms, launched a decisive battle against reform, strengthened top-level reform design, dared to enter deep waters, dared to tackle tough problems, dared to navigate dangerous shoals, dared to face new contradictions and challenges, broke through the constraints of ideological concepts, broke through the barriers of solidified interests, resolutely eliminated institutional and structural impediments in all aspects, the basic framework of fundamental systems in various fields has been basically established, many fields have achieved historic changes, systematic reshaping, and overall restructuring, a new round of Party and state institutional reforms has been completed, the socialist system with Chinese characteristics has become more mature and established, and the modernization of the national governance system and governance capacity has been significantly improved.

——We have implemented a more proactive opening-up strategy, building a high-standard free trade area network facing the world, accelerating the development of pilot free trade zones and Hainan Free Trade Port, and jointly building the Belt and Road Initiative into a well-received international public product and platform for international cooperation. China has become a major trading partner for more than 140 countries and regions, with the total volume of goods trade ranking first in the world, attracting foreign investment and making foreign investments ranking among the top in the world, forming a wider range, broader areas, and deeper level of opening up.

——We have adhered to the path of political development of socialism with Chinese characteristics, comprehensively developed whole-process people's democracy, and comprehensively promoted the institutionalization, standardization, and proceduralization of socialist democratic political systems. Socialist deliberative democracy has been widely implemented, the people's role as masters of their own affairs has been further strengthened, grassroots democracy has been invigorated, the united front of patriotism has been consolidated and expanded, new progress has been made in ethnic unity and progress, the basic principles of the Party's religious work have been fully implemented, and human rights have been better protected. The construction of a socialist country under the rule of law has been advanced, the overall framework of a country under the rule of law has been basically formed, the socialist legal system with Chinese characteristics has been accelerated, judicial reform has made major progress, the protection of social fairness and justice has been further strengthened, and the construction of a law-based China has opened up a new situation.

We have established and upheld the fundamental system of Marxism's guiding role in the ideological field. The Party's innovative theories in the new era have gained widespread support, socialist core values have been widely disseminated, and excellent traditional Chinese culture has undergone creative transformation and innovative development. Cultural undertakings are increasingly flourishing, the online ecosystem continues to improve, and a comprehensive and fundamental shift has taken place in the ideological field. We grandly celebrated the 90th anniversary of the founding of the People's Liberation Army, the 40th anniversary of reform and opening up, the 70th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the 70th anniversary of the Chinese People's Volunteers' participation in the War to Resist US Aggression and Aid Korea. We successfully hosted the Beijing Winter Olympics and Paralympics. The younger generation is more positive and progressive, and the cultural confidence and energetic spirit of the entire Party, the entire country, and all ethnic groups have been significantly enhanced.

We have thoroughly implemented the development philosophy of putting the people first, continuously striving for progress in childcare, education, employment, medical care, elderly care, housing, and assistance for the vulnerable. People's lives have been comprehensively improved. Life expectancy has increased to 78.2 years. Per capita disposable income has risen from 16,500 yuan to 35,100 yuan. Annual new urban employment has exceeded 13 million. We have built the world's largest education system, social security system, and medical and health system. The level of education has achieved a historic leap forward, with basic old-age insurance covering 1.4 billion people, and basic medical insurance coverage remaining stable at 95%. We have made timely adjustments to the birth policy. More than 42 million sets of shantytown housing and more than 24 million rural dilapidated houses have been renovated, significantly improving housing conditions for urban and rural residents. The number of internet users has reached 1.3 billion. The sense of fulfillment, happiness, and security among the people has become more substantial, secure, and sustainable, and new achievements have been made in common prosperity.

We adhere to the concept that lucid waters and lush mountains are invaluable assets. We uphold the integrated protection and systematic management of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts. We strengthen ecological and environmental protection in all aspects, across all regions, and throughout all processes. The ecological civilization system is becoming more comprehensive, the pollution control campaign is making deeper inroads, green, circular, and low-carbon development is making solid strides, and historic, transformative, and comprehensive changes have occurred in ecological and environmental protection, resulting in bluer skies, greener mountains, and clearer waters in our motherland.

We have implemented the overall national security outlook. The national security leadership system and legal system, strategic system, and policy system have been continuously improved. We have remained firm in upholding our principles, maintaining national sovereignty, security, and development interests with unwavering determination, and enhancing national security comprehensively. The system of social governance based on shared construction, governance, and sharing has been further improved. Forces advocating ethnic separatism, religious extremism, and violent terrorism have been effectively curbed, the special campaign against gangsters and evil forces has achieved interim results, and we have effectively responded to a series of major natural disasters, bringing the construction of a secure China to a higher level.

We have established the Party's strong military goals in the new era, implemented the Party's strong military thinking in the new era, implemented the new era's military strategic guidelines, upheld the absolute leadership of the Party over the People's Army, convened the Gutian Whole Army Political Work Conference, promoted political training with the spirit of rectification, firmly established combat effectiveness as the only fundamental standard, resolutely refocused the army's work on preparing for and engaging in war, comprehensively strengthened military struggle in all directions and areas, vigorously conducted practical military training, and boldly and resolutely deepened national defense and military reforms. We have restructured the People's Army's leadership and command system, modern military force system, and military policy and institutional systems; accelerated the modernization of national defense and the military; successfully completed the reduction of 300,000 active personnel; and brought about a new system, structure, pattern, and image for the People's Army. The level of modernization and actual combat capabilities have been significantly improved, and the path toward a strong military with Chinese characteristics has become increasingly broader.

We have comprehensively and accurately advanced the practice of "One Country, Two Systems," adhering to the principles of "One Country, Two Systems," "Hong Kong people administering Hong Kong," "Macao people administering Macao," and a high degree of autonomy, pushing Hong Kong into a new stage of development from chaos to governance and from governance to prosperity, and maintaining the long-term stability and sound development of Hong Kong and Macao. We have put forward the overall strategy for resolving the Taiwan issue in the new era, promoting cross-strait exchanges and cooperation, resolutely opposing "Taiwan independence" separatist activities, resolutely opposing external interference, and firmly grasping the initiative and leadership in cross-strait relations.

We have comprehensively advanced Chinese-style major-country diplomacy, promoting the building of a community with a shared future for mankind, firmly upholding international fairness and justice, advocating and practicing true multilateralism, and clearly opposing all hegemonism and power politics. We firmly oppose any unilateralism, protectionism, and bullying behaviors. We have improved the overall diplomatic layout, actively building a global partnership network, and promoting the building of a new type of international relations. We have demonstrated the responsibility of a major country, actively participating in the reform and construction of the global governance system, comprehensively carrying out international cooperation in combating the COVID-19 pandemic, winning widespread international acclaim, and significantly improving China's international influence, appeal, and shaping power.

We have deeply advanced the comprehensive and strict governance of the Party, adhering to the principle that iron must be sharpened through self-tempering. Starting with the formulation and implementation of the eight central regulations, we have put forward and implemented the overall requirements for Party building in the new era, taking the Party's political construction as the leader of all aspects of Party building, insisting on the simultaneous efforts of ideological Party building and Party governance through systems, maintaining strict Party discipline and political life, continuously carrying out Party-wide centralized education, putting forward and upholding the Party's organizational line in the new era, highlighting political standards in selecting and appointing capable people, strengthening political inspections, forming a relatively complete system of intra-Party regulations, and promoting the Party's firm ideological beliefs, strict organizational system, and strict discipline and rules. We have persistently rectified and improved conduct and discipline, using the spirit of perseverance to rectify the "four winds," opposing the ideas and phenomena of privilege, resolutely rectifying unhealthy trends and corrupt practices among the masses, curbing long-standing unhealthy practices, and rectifying deep-seated chronic problems. We have carried out an unprecedented anti-corruption struggle, using the mission of "offending thousands of people but not letting down 1.4 billion" to eliminate problems and disorders, and comprehensively promoting the integrated approach of preventing corruption, making it impossible to be corrupt, and eliminating the desire to be corrupt. The "tiger-hunting," "fly-swatting," and "fox-hunting" operations have been carried out simultaneously, achieving a decisive victory and comprehensive consolidation in the anti-corruption struggle, eliminating serious hidden dangers within the Party, the state, and the military, and ensuring that the power entrusted by the Party and the people will always be used to seek happiness for the people. Through unremitting efforts, the Party has found a second answer to breaking the historical cycle of governance, chaos, and prosperity—that of self-revolution—significantly enhancing its ability for self-purification, self-improvement, self-innovation, and self-elevation, fundamentally reversing the lax and soft situation in Party governance, constantly creating and developing a positive and honest intra-Party political ecology, and ensuring that the Party will always remain unadulterated and unblemished.

While fully affirming the remarkable achievements made by the Party and the state, we must clearly recognize that there are still some shortcomings in our work, and we are facing many difficulties and challenges. These mainly include: the problem of unbalanced and inadequate development remains prominent; there are still many bottlenecks and constraints in promoting high-quality development, and scientific and technological innovation capabilities are not yet strong; ensuring the reliability and safety of food, energy, and industrial and supply chains and preventing financial risks still require solutions to many major problems; there are still many hard nuts to crack in key areas of reform; there are many challenges in the ideological field; the gap in development and income distribution between urban and rural areas and regions remains large; the masses face many difficulties in employment, education, medical care, childcare, elderly care, and housing; the task of ecological and environmental protection remains arduous; some Party members and cadres lack a sense of responsibility and the ability to engage in struggle, their practical spirit is insufficient, and formalism and bureaucracy are still prominent; the task of eradicating the soil that breeds corruption remains arduous, and so on. We have already taken a series of measures to address these problems, and we must increase our efforts in the future.

Comrades! The great achievements of the new era are the result of the joint efforts, hard work, and struggles of the Party and the people! Here, on behalf of the Central Committee of the Communist Party of China, I would like to express my heartfelt gratitude to all members of the Communist Party of China, to all ethnic groups across the country, to the various democratic parties, people's organizations, and patriotic personages from all walks of life, to our compatriots in the Hong Kong and Macao Special Administrative Regions and Taiwan, to our overseas Chinese compatriots, and to friends from all countries who care about and support China's modernization drive!

The great changes of the past ten years in the new era have milestone significance in the history of the Party, the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation. Having gone through a century of struggle, the Communist Party of China has become even stronger and more powerful through revolutionary forging. The Party's political leadership, ideological guidance, mass organization capabilities, and social appeal have been significantly enhanced. The Party and the people maintain close ties. The Communist Party of China has always been at the forefront of the times in the historical process of profound changes in the world situation, has always been the mainstay of the people across the country in the historical process of responding to various risks and challenges at home and abroad, and has always been the strong leading core in the historical process of upholding and developing socialism with Chinese characteristics. The driving force for the progress of the Chinese people is even stronger, their fighting spirit is even more high, and their determination to win is even firmer. They have displayed an even stronger sense of historical self-awareness and initiative. The Communist Party of China and the Chinese people are confidently advancing the great leap of the Chinese nation from standing up to becoming prosperous and strong. Reform and opening up and socialist modernization have been comprehensively advanced, creating new chapters in the two miracles of rapid economic development and long-term social stability. China's development has a stronger material foundation and a more complete institutional guarantee, and the realization of the great rejuvenation of the Chinese nation has entered an irreversible historical process. Scientific socialism has ushered in new vigor in 21st-century China. The Chinese path to modernization has provided new options for humanity to achieve modernization. The Communist Party of China and the Chinese people are providing more and better Chinese wisdom, Chinese solutions, and Chinese strength to address common challenges facing humanity, and making new and greater contributions to the noble cause of world peace and development!

II. Opening Up a New Realm of Marxism's Sinicization and Modernization

Marxism is the fundamental guiding ideology for the founding and development of our Party and country. Practice has shown that the reason why the Communist Party of China has been able to succeed and why socialism with Chinese characteristics has been so successful is fundamentally because Marxism works, and because Marxism's Sinicization and modernization works. Having the guidance of the scientific theories of Marxism is the fundamental reason for our Party's firm belief and its ability to grasp historical initiative.

Promoting the Sinicization and modernization of Marxism is a process of pursuing, revealing, and practicing the truth. Our Party has bravely engaged in theoretical exploration and innovation, using a new perspective to deepen our understanding of the laws of Communist Party governance, the laws of socialist construction, and the laws of human social development, and has achieved major theoretical innovations, which are concentrated in the Thought on Socialism with Chinese Characteristics for a New Era. The "Ten Points of Clarification," "Fourteen Points of Adherence," and "Thirteen Achievements" put forward at the 19th National Congress and the Sixth Plenary Session of the 19th Central Committee of the CPC summarize the main content of this ideology, which must be adhered to for a long time and continuously enriched and developed.

The Chinese Communists have deeply realized that only by integrating the basic principles of Marxism with China's specific realities and with excellent traditional Chinese culture, and by persistently applying dialectical and historical materialism, can we correctly answer major problems raised by the times and practice, and can we always maintain the vigor and vitality of Marxism.

Upholding and developing Marxism requires integrating it with China's specific realities. We adhere to Marxism as our guide to apply its scientific worldview and methodology to solve China's problems, rather than to recite and repeat its specific conclusions and phrases, and we certainly cannot treat Marxism as an unchanging dogma. We must uphold emancipating our minds, seeking truth from facts, keeping pace with the times, and being pragmatic, proceeding from reality in all we do, focusing on solving the practical problems of reform, opening up, and socialist modernization in the new era, continuously answering the questions of China, the world, the people, and the times, giving correct answers that meet China's realities and the requirements of the times, drawing scientific understanding that conforms to objective laws, forming up-to-date theoretical achievements, and better guiding China's practice.

Upholding and developing Marxism requires integrating it with excellent traditional Chinese culture. Only when rooted in the historical and cultural soil of our country and nation can the tree of Marxist truth flourish. Excellent traditional Chinese culture has a long history and is vast and profound. It is the crystallization of wisdom of Chinese civilization. The concepts of "public-mindedness," "the people as the foundation of the state," "governance through virtue," "reform and innovation," "appointing people on merit," "harmony between humanity and nature," "self-reliance and perseverance," "virtue bearing the world," "keeping promises and being harmonious," and "being friendly and kind to neighbors," among others, contained within it are important manifestations of the Chinese people's accumulated worldview, world view, social view, and moral view from long-term production and life, and have a high degree of congruence with the values and propositions of scientific socialism. We must firmly maintain historical self-confidence and cultural self-confidence, persist in "applying the past to serve the present" and "making innovations based on the old," integrating the essence of Marxist thought with the essence of excellent traditional Chinese culture, and integrating them with the common values that the people unconsciously use every day. We must continuously give scientific theories distinct Chinese characteristics, continuously strengthen the historical and mass bases of the modernization and Sinicization of Marxism, and let Marxism take firm root in China.

Practice has no end, and theoretical innovation has no end. Continuously writing new chapters in the Sinicization and modernization of Marxism is the solemn historical responsibility of contemporary Chinese Communists. To continue to promote theoretical innovation based on practice, we must first grasp the worldview and methodology of the Thought on Socialism with Chinese Characteristics for a New Era, and uphold and apply well the standpoints, viewpoints, and methods that run through it.

——We must uphold the people first. People-centeredness is the essential attribute of Marxism. The Party's theories are theories that come from the people, are for the people, and benefit the people. The creative practices of the people are an inexhaustible source of theoretical innovation. Any theory that is divorced from the people is feeble and powerless, and any theory that does not benefit the people is lifeless. We must stand firmly with the people, grasp the people's wishes, respect the people's creativity, and pool the wisdom of the people, to create theories that are loved, accepted, and owned by the people, so that they become powerful ideological weapons guiding the people to understand and transform the world.

——We must uphold self-reliance and confidence. The path from the severe suffering of the Chinese people and the Chinese nation since modern times to the bright prospect of great rejuvenation has never had a textbook, let alone ready-made answers. The Party's successful path of a century of struggle was independently explored and opened up by the Party's leadership of the people. The Chinese chapter of Marxism was practiced by the Chinese Communists with their own strength. A fundamental point running through it is that China's problems must be solved by the Chinese people themselves based on China's basic national conditions. We must adhere to our firm belief in Marxism and our firm belief in socialism with Chinese characteristics, and maintain confidence in our path, theory, system, and culture. Upholding the right principles can prevent us from losing our direction and making subversive mistakes, while innovation can enable us to grasp and lead the times. We must treat science with a scientific attitude and pursue truth with the spirit of truth, firmly upholding the basic principles of Marxism, firmly upholding the Party's overall leadership, and firmly upholding socialism with Chinese characteristics. We must keep pace with the times, respond to the development of practice, treat all new things with enthusiasm, constantly expand the breadth and depth of our understanding, dare to speak new words that our predecessors have not spoken, dare to do things that our predecessors have not done, and guide new practices with new theories.

——We must adhere to a problem-oriented approach. Problems are the voice of the times, and answering and guiding the solution of problems is the fundamental task of theory. Today, the complexity of the problems we face and the arduousness of solving them have increased significantly, presenting new requirements for theoretical innovation. Promoting reform and development and adjusting interest relations often have far-reaching consequences. III. The Mission and Tasks of the Communist Party of China in the New Era and on the New Journey

From now on, the central task of the Communist Party of China is to unite and lead the people of all ethnic groups across the country to fully build a socialist modern powerful country, achieve the second centenary goal, and comprehensively promote the great rejuvenation of the Chinese nation through Chinese-style modernization.

Based on the long-term exploration and practice since the founding of the People's Republic of China, especially since the reform and opening up, and through the innovative breakthroughs in theory and practice since the 18th National Congress of the CPC, our Party has successfully promoted and expanded Chinese-style modernization.

Chinese-style modernization is socialist modernization led by the Communist Party of China. It has both the common characteristics of modernization in various countries and Chinese characteristics based on its own national conditions.

——Chinese-style modernization is modernization with a huge population. More than 1.4 billion people in China are moving towards a modern society, with a scale exceeding the total population of existing developed countries. The arduousness and complexity are unprecedented, and the development path and approach must also have their own characteristics. We always think, make decisions, and act based on national conditions, neither setting our sights too high nor sticking to old ways, maintaining historical patience, and adhering to steady progress, gradual progress, and continuous progress.

——Chinese-style modernization is modernization with common prosperity for all people. Common prosperity is an essential requirement of socialism with Chinese characteristics, and it is also a long-term historical process. We adhere to taking the people's aspirations for a better life as the starting point and the goal of modernization construction, focusing on maintaining and promoting social fairness and justice, promoting common prosperity for all people, and resolutely preventing polarization.

——Chinese-style modernization is modernization with the coordinated development of material civilization and spiritual civilization. Material affluence and spiritual richness are fundamental requirements of socialist modernization. Material poverty is not socialism, and spiritual poverty is not socialism either. We continuously cultivate the material foundation of modernization and consolidate the material conditions for the people's happy life, while vigorously developing advanced socialist culture, strengthening education in ideals and beliefs, inheriting Chinese civilization, and promoting the all-around enrichment of material things and the all-around development of people.

——Chinese-style modernization is modernization that is in harmony with nature. Humans and nature are a community of life, and endlessly exploiting nature or even destroying nature will inevitably lead to nature's retaliation. We adhere to sustainable development and the principles of giving priority to conservation, protection, and natural restoration, protecting nature and the ecological environment as we protect our eyes, unswervingly following the path of civilized development featuring production development, affluent lives, and a favorable ecological environment, and achieving sustainable development for the Chinese nation.

——Chinese-style modernization is modernization that follows the path of peaceful development. China does not follow the old path taken by some countries of achieving modernization through war, colonization, and plunder. That selfish and blood-soaked old path has brought great suffering to the people of developing countries. We firmly stand on the right side of history and on the side of human progress, upholding the banner of peace, development, cooperation, and win-win results, seeking our own development while firmly safeguarding world peace and development, and better safeguarding world peace and development with our own development.

The essential requirements of Chinese-style modernization are: upholding the leadership of the Communist Party of China, upholding socialism with Chinese characteristics, achieving high-quality development, developing whole-process people's democracy, enriching the spiritual world of the people, achieving common prosperity for all the people, promoting harmonious coexistence between humans and nature, promoting the building of a community with a shared future for mankind, and creating a new form of human civilization.

The overall strategic arrangement for fully building a socialist modern powerful country is to proceed in two steps: basically achieving socialist modernization from 2020 to 2035; and building China into a prosperous, strong, democratic, civilized, harmonious, and beautiful socialist modern powerful country from 2035 to the middle of the century.

On the basis of basically achieving modernization, we will continue to strive to build China into a socialist modern powerful country with leading comprehensive national strength and international influence by the middle of this century.

The next five years are a crucial period for comprehensively building a socialist modern country. The main goals and tasks are: making new breakthroughs in high-quality economic development, significantly improving the capacity for scientific and technological self-reliance, making significant progress in building a new development pattern and a modernized economic system; taking new steps in reform and opening up, advancing the modernization of the national governance system and capacity, improving the socialist market economic system, and basically forming a new system for a higher-level open economy; further improving the institutionalization, standardization, and proceduralization of whole-process people's democracy, and further improving the socialist rule of law system with Chinese characteristics; enriching people's spiritual and cultural lives, and continuously enhancing the cohesion of the Chinese nation and the influence of Chinese culture; ensuring that residents' income growth and economic growth are basically synchronized, that labor compensation increases are basically synchronized with labor productivity increases, significantly improving the level of equalized basic public services, and further improving the multi-tiered social security system; significantly improving the urban and rural living environment, and achieving significant results in building a beautiful China; further consolidating national security, achieving the centenary goal of the People's Liberation Army as scheduled, and steadily advancing the construction of a secure China; and further enhancing China's international status and influence, and playing a greater role in global governance.

Comprehensively building a socialist modern country is a great and arduous undertaking with a bright future and a long way to go. Currently, the profound changes unseen in a century are accelerating, a new round of technological revolution and industrial transformation is deepening, the international balance of power is undergoing profound adjustments, and China's development is facing new strategic opportunities. At the same time, the impact of the century-long epidemic is far-reaching, the trend of deglobalization is rising, unilateralism and protectionism are rising significantly, the global economic recovery is weak, local conflicts and turmoil are frequent, global problems are intensifying, and the world is entering a new period of turbulence and change. We must adhere to the principle that science and technology are the primary productive force, talent is the primary resource, and innovation is the primary driving force; and deeply implement the strategy of rejuvenating the country through science and education, the strategy of strengthening the country through talent, and the strategy of innovation-driven development; opening up new areas and tracks for development; and continuously shaping new dynamics and advantages for development.

X. Promote green development and promote harmonious coexistence between humans and nature

Nature is the basic condition for human survival and development. Respecting nature, following nature, and protecting nature are inherent requirements for comprehensively building a modern socialist country. We must firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets, and plan development from the perspective of harmonious coexistence between humans and nature.

The principle of "peaceful reunification and one country, two systems" is the best way to achieve cross-Strait reunification, and it is most beneficial to compatriots on both sides of the Strait and to the Chinese nation. We adhere to the one-China principle and the "1992 Consensus," and on this basis, we will promote extensive and in-depth consultations with various parties, sectors, and strata in Taiwan on cross-Strait relations and national reunification, and jointly promote the peaceful development of cross-Strait relations and advance the process of peaceful national reunification. We adhere to uniting the vast number of Taiwan compatriots, firmly support the patriotic unification forces on the island, jointly grasp the historical trend, uphold national righteousness, and firmly oppose "independence" and promote reunification. The great motherland will always be the strong backing of all patriotic unification forces!

Compatriots on both sides of the Taiwan Strait are connected by blood and are one family with deep ties. We always respect, care for, and benefit Taiwan compatriots, continue to strive to promote cross-Strait economic and cultural exchanges and cooperation, deepen cross-Strait integration and development in various fields, improve the systems and policies that enhance the well-being of Taiwan compatriots, and jointly promote the common inheritance of Chinese culture and promote the spiritual integration of compatriots on both sides of the Strait.

Taiwan is China's Taiwan. Resolving the Taiwan issue is a matter for the Chinese people themselves, and should be decided by the Chinese people. We adhere to making the greatest sincerity and utmost efforts to strive for the prospect of peaceful reunification, but we will never promise to give up the use of force, reserving the option to take all necessary measures. This is aimed at external interference and a very small number of "Taiwan independence" separatists and their separatist activities, and is definitely not aimed at the vast majority of Taiwan compatriots. The historical wheels of national reunification and national rejuvenation are rolling forward, and the complete reunification of the motherland will surely be achieved, and it will certainly be achieved!

Currently, changes in the world, in the times, and in history are unfolding in unprecedented ways. On the one hand, the historical trend of peace, development, cooperation, and win-win outcomes is unstoppable. The aspirations of the people and the general trend determine that the future of mankind will ultimately be bright. On the other hand, hegemonic, domineering, and bullying acts such as the strong bullying the weak, seizing what belongs to others, and zero-sum games are extremely harmful, exacerbating peace deficits, development deficits, security deficits, and governance deficits, and the human society faces unprecedented challenges. XV. Unyieldingly and comprehensively strengthen Party discipline and governance, and deeply advance the new era's great project of Party building

The key to comprehensively building a socialist modern country and comprehensively promoting the great rejuvenation of the Chinese nation lies in the Party. As the world's largest Marxist ruling party, to continuously win the support of the people and consolidate its long-term ruling position, our Party must always maintain clarity and determination in addressing the unique challenges faced by a large party. Since the 18th National Congress of the Communist Party of China, through comprehensive and strict governance within the Party, we have resolved many prominent issues within the Party, but the challenges of governance, reform and opening up, the market economy, and the external environment will persist for a long time, as will the dangers of complacency, inadequacy, detachment from the masses, and negative corruption.
