On January 10, 2025, the Party Committee of the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council held a meeting on Party conduct and discipline and anti-corruption work. The meeting earnestly conveyed and implemented the spirit of the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection, in particular the important speech of General Secretary Xi Jinping. It also summarized the Party conduct and discipline and anti-corruption work of state-owned enterprises in 2024 and deployed tasks for 2025. The meeting emphasized the need to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to thoroughly implement General Secretary Xi Jinping's important thoughts on the Party's self-revolution, and to fully implement the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th Central Committee. It stressed the importance of more firmly upholding the "two establishes" and resolutely ensuring the "two safeguards," thoroughly implementing the deployment and requirements of the Fourth Plenary Session of the Central Commission for Discipline Inspection, fulfilling the political responsibility of comprehensively governing the Party strictly, and deepening the efforts to rectify conduct, discipline and fight corruption. The aim is to use the achievements and effectiveness of Party conduct and discipline and anti-corruption work to lead and guarantee that state-owned enterprises complete the "14th Five-Year Plan" goals and tasks with high quality, laying a solid foundation for a good start to the "15th Five-Year Plan." Fu Kui, Deputy Secretary of the Central Commission for Discipline Inspection and Deputy Director of the National Supervisory Commission, attended the meeting and delivered a speech. Zhang Yuzhuo, Secretary of the Party Committee and Director of the SASAC of the State Council, also gave a speech. Tan Zuojun, member of the Party Committee and Vice Director of the SASAC of the State Council, presided over the meeting. Gong Tanghua, head of the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and National Supervisory Commission stationed at the SASAC of the State Council, and member of the SASAC's Party Committee, conveyed the spirit of the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection. Relevant officials from the Central Commission for Discipline Inspection and State Supervisory Commission, and members of the SASAC's Party Committee and Secretary-General attended the meeting.
Zhang Yuzhuo pointed out that in 2024, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, and under the guidance and leadership of the Central Commission for Discipline Inspection and National Supervisory Commission, political supervision and political construction, rectification of inspection and utilization of achievements, punishment and prevention of corruption, rectification of the "four winds" and establishment of new styles, intra-party supervision and various types of supervision, and system construction and responsibility implementation were effectively interconnected in state-owned enterprises. This led to new progress and achievements in Party conduct, discipline and anti-corruption work. He emphasized the importance of understanding the historical achievements of anti-corruption struggle in the new era, the severe and complex situation of the anti-corruption struggle, and the important strategic deployment of comprehensively governing the Party strictly. He urged for firmer confidence and determination in the anti-corruption struggle in state-owned enterprises, and for consistently pushing forward the comprehensive and strict governance of the Party in depth. He highlighted the need to further enhance the effectiveness of political supervision, focusing on making political supervision specific, precise, and normalized to ensure that the decisions and deployments of the Party Central Committee are implemented consistently; further enhance the effectiveness of discipline building, strengthen the functions of Party discipline in restraint, education and guarantee, consolidate and expand the achievements of Party discipline education and training, and encourage Party members and cadres to take responsibility and act in accordance with regulations and discipline; further improve the effectiveness of jointly investigating and tackling corruption and misconduct, strictly rectifying the "four winds," relentlessly punishing corruption, and comprehensively promoting rectifying conduct and fighting corruption; further enhance the effectiveness of inspections and rectification, continuously focusing on inspection rectification, focusing on inspections of the SASAC’s Party Committee and enterprise inspections and audits, and promoting inspections to more accurately identify and effectively resolve problems; further improve the effectiveness of responsibility implementation, strengthening primary responsibility, supporting the implementation of supervisory responsibilities, and improving the system and mechanism for the coordination and interconnection of intra-party supervision and investor supervision, and effectively enhancing the ability and level of Party governance.
Fu Kui stressed that over the past year, the Party Committee of the SASAC of the State Council and the Party committees (Party groups) of central enterprises have deeply studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and earnestly fulfilled their primary responsibilities in comprehensively governing the Party strictly. Discipline inspection and supervision agencies in state-owned enterprises, based on their functions and responsibilities, have severely rectified conduct, discipline and fought corruption, promoting new achievements in Party conduct and discipline and anti-corruption work. State-owned enterprises must fully implement the spirit of the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection, deeply understand the extreme importance of comprehensively governing the Party strictly, maintain strategic determination and high-pressure posture, continuously strengthen the strict tone, strict measures, and strict atmosphere, and unswervingly push forward the anti-corruption struggle in state-owned enterprises to the end. He highlighted the need to resolutely implement measures, to further strengthen political supervision focused on the "two safeguards," to further strengthen the high-pressure posture and increase the intensity of punishment, to further strengthen the implementation of the spirit of the eight central regulations and to rectify the "four winds," and to further strengthen cross-border corruption governance and strengthen enterprise integrity and compliance construction, continuously achieving new achievements in the anti-corruption struggle in state-owned enterprises. He urged for serious efforts to resolutely promote the rectification of central inspections, to adhere to high standards, strict requirements, and no relaxation, to focus on key issues, and to continuously improve the effectiveness of inspection rectification. Party committees (Party groups) of central enterprises must effectively assume their primary responsibility for comprehensively governing the Party strictly, and enterprise leaders must be strict with themselves, shoulder their responsibilities, face problems directly, dare to take action and manage issues. Discipline inspection and supervision cadres in state-owned enterprises must be loyal to their duties, dare to fight and be good at fighting, and promote the high-quality development of discipline inspection and supervision work.

Members of the Party committees (Party groups) of various central enterprises and responsible personnel of relevant departments, responsible personnel of the stationed discipline inspection and supervision groups, responsible personnel of the first bureau of enterprise audits of the National Audit Office, responsible personnel of various departments, bureaus and directly affiliated institutions of the SASAC of the State Council, secretaries of the disciplinary committees of the management bureaus, relevant responsible personnel of the inspection office and various inspection groups, and secretaries of the disciplinary committees of various units in the management bureau system attended the meeting.
