Decision of the Central Committee of the Communist Party of China on Seriously Studying, Propagating, and Implementing the Spirit of the 20th National Congress of the CPC

In order to deeply study, propagate, and implement the spirit of the 20th National Congress of the CPC, and to unify the thoughts of the entire Party, the entire country, and people of all ethnic groups to the spirit of the 20th National Congress of the CPC, and to concentrate efforts on the various tasks determined by the 20th National Congress of the CPC, the following decisions are made.

I. Fully Understand the Significance of Studying, Propagating, and Implementing the Spirit of the 20th National Congress of the CPC

The 20th National Congress of the Communist Party of China was held in Beijing from October 16 to 22. This is a very important congress held at a critical moment when the entire Party, the entire country, and people of all ethnic groups are embarking on a new journey of comprehensively building a socialist modern country and striving towards the second centenary goal. It is a congress that upholds the banner, unites strength, and works together in unity. The congress upholds the great banner of socialism with Chinese characteristics, adheres to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents," and the Scientific Outlook on Development, fully implements Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, analyzes the international and domestic situations, puts forward the theme of the 20th National Congress of the CPC, reviews and summarizes the work of the past five years and the great changes in the new era for 10 years, expounds on major issues such as opening up a new realm of Marxism's Sinicization, the characteristics and essential requirements of Chinese-style modernization, makes strategic plans for comprehensively building a socialist modern country and comprehensively promoting the great rejuvenation of the Chinese nation, and makes comprehensive deployments for comprehensively advancing the overall "five-in-one" layout and coordinating the advancement of the "four-pronged comprehensive" strategic layout. The congress approved the report delivered by Comrade Xi Jinping on behalf of the 19th Central Committee, entitled "Holding High the Great Banner of Socialism with Chinese Characteristics and Striving for Unity and Struggle to Build a Modern Socialist Country in All Respects," approved the work report of the 19th Central Commission for Discipline Inspection, and deliberated and adopted the "Revised Constitution of the Communist Party of China," and elected a new Central Committee and Central Commission for Discipline Inspection.

Comrade Xi Jinping's report profoundly expounds on a series of major theoretical and practical issues of adhering to and developing socialism with Chinese characteristics in the new era, depicts a grand blueprint for comprehensively building a socialist modern country and comprehensively promoting the great rejuvenation of the Chinese nation, points out the direction and establishes an action guide for the development of the Party and state's cause in the new era and new journey, and achieving the second centenary goal. It is the crystallization of the wisdom of the Party and the people, a political declaration and action program for the Party to lead the people of all ethnic groups across the country to win new victories in socialism with Chinese characteristics, and a programmatic document of Marxism. The "Revised Constitution of the Communist Party of China" reflects the achievements of the Party's theoretical, practical, and institutional innovations since the 19th National Congress of the CPC, reflects the important thoughts, viewpoints, strategies, and measures determined by the report of the 20th National Congress of the CPC, and puts forward clear requirements for upholding and strengthening the Party's overall leadership, unswervingly advancing full and strict governance over the Party, upholding and improving Party building, and promoting the Party's self-revolution.

The first plenary session of the 20th Central Committee of the CPC elected a new central leadership collective with Comrade Xi Jinping at its core. A group of experienced, virtuous and capable, and energetic comrades have entered the central leadership organs, fully demonstrating the vigorous development and vitality of the cause of socialism with Chinese characteristics.

Studying, propagating, and implementing the spirit of the 20th National Congress of the CPC is the primary political task of the entire Party and the entire country in the current period and for some time to come. It is related to the continuation and development of the Party and state's cause, the future and destiny of socialism with Chinese characteristics, and the great rejuvenation of the Chinese nation. It has major practical significance and far-reaching historical significance for mobilizing the entire Party, the entire country, and people of all ethnic groups to more closely unite around the Party Central Committee with Comrade Xi Jinping at its core, upholding the great banner of socialism with Chinese characteristics, firmly establishing confidence in the path, theory, system, and culture, and working together for unity and struggle to comprehensively build a socialist modern country and comprehensively promote the great rejuvenation of the Chinese nation.

II. Comprehensively and Accurately Study and Grasp the Spirit of the 20th National Congress of the CPC

Studying and understanding the spirit of the 20th National Congress of the CPC must adhere to comprehensiveness and accuracy, thoroughly understand its connotation, and accurately grasp its extension. We should study the report of the 20th National Congress of the CPC and the Party Constitution word by word, and study the important speeches of General Secretary Xi Jinping at the first plenary session of the 20th Central Committee of the CPC, focusing on the following aspects.

1. Deeply understand the theme of the 20th National Congress of the CPC. This is the theme of the 20th National Congress of the CPC, which clearly declares the major issues of what banner we hold, what path we take, what mental state we have, and what goals we strive for on the new journey. Holding high the great banner of socialism with Chinese characteristics and fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era means solemnly declaring that the entire Party must adhere to the guidance of the latest achievements of Marxism's Sinicization, firmly establishing confidence in the path, theory, system, and culture of socialism with Chinese characteristics, adhering to unchanging principles and unwavering aspirations, and ensuring that the cause of the Party and the state always advances victoriously along the correct path. Carrying forward the great founding spirit of the Party means solemnly declaring that the entire Party must uphold the great founding spirit of the Party, maintain close ties between the Party and the masses, maintain the political character of modesty, prudence, hard work, and the will to fight and win, and ensure that the Party always remains the strong leadership core of the cause of socialism with Chinese characteristics. Being confident and self-reliant, upholding truth and innovation, striving for excellence and making steady progress means solemnly declaring that the entire Party must maintain a confident and courageous, self-reliant and indomitable spirit, maintain composure, have a courageous attitude towards reform, and maintain an untiring and enterprising fighting posture, so that various work can better reflect the times, grasp the laws, and be full of creativity. Comprehensively building a socialist modern country and comprehensively promoting the great rejuvenation of the Chinese nation means solemnly declaring that the entire Party must firmly grasp the central task of the Party on the new journey in the new era, concentrate all forces, eliminate all interference, and adhere to comprehensively promoting the great rejuvenation of the Chinese nation through Chinese-style modernization. Working together for unity and struggle means solemnly declaring that we must continuously consolidate the great unity of the entire Party, the entire country, and people of all ethnic groups, strengthen the great unity of Chinese sons and daughters at home and abroad, and form a powerful synergy to achieve the Chinese Dream together.

2. Deeply understand the work of the past 5 years and the great changes in the new era for 10 years. The 5 years since the 19th National Congress of the CPC have been extraordinary and unusual. In the past 5 years, the Party Central Committee with Comrade Xi Jinping at its core, holding high the great banner of socialism with Chinese characteristics, has fully implemented the spirit of the 19th National Congress of the CPC and its subsequent plenary sessions, united and led the entire Party, the entire army, and people of all ethnic groups across the country, taking charge of the great struggle, great project, great cause, and great dream, effectively responding to the severe and complex international situation and the successive huge risks and challenges, and has continuously advanced socialism with Chinese characteristics in the new era with an energetic spirit, overcome many long-standing problems, accomplished many major and important tasks related to long-term development, and promoted the major achievements of the Party and state's cause that have attracted worldwide attention. In the 10 years since the 18th National Congress of the CPC, we have experienced three major events of great practical significance and far-reaching historical significance for the cause of the Party and the people: first, the centenary of the founding of the Communist Party of China; second, socialism with Chinese characteristics entering a new era; and third, completing the historical task of poverty alleviation and building a moderately prosperous society in all respects, achieving the first centenary goal. This is a historic victory won through the united struggle of the Communist Party of China and the Chinese people, a historic victory that will be recorded in the annals of the development of the Chinese nation, and also a historic victory that will have a profound impact on the world. In the past 10 years, we have fully implemented the Party's basic theories, basic line, and basic strategies, adopted a series of strategic measures, promoted a series of transformative practices, achieved a series of breakthrough progress, and achieved a series of landmark achievements. We have withstood the tests of risks and challenges from political, economic, ideological, and natural aspects, and the Party and state's cause has achieved historic achievements and undergone historic changes, pushing China onto a new journey of comprehensively building a socialist modern country. The great changes in the new era for 10 years have milestone significance in Party history, the history of New China, the history of reform and opening up, the history of socialist development, and the history of the development of the Chinese nation.

The great changes of the past 10 years of the new era were achieved through the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, and under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, with the joint efforts of the entire Party, the whole country, and all ethnic groups. The Party's establishment of Comrade Xi Jinping's core position in the Party Central Committee and the entire Party, and the establishment of the guiding position of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, reflect the common aspirations of the entire Party, the entire army, and all ethnic groups across the country, and are of decisive significance to the development of the Party and state's cause in the new era and to the advancement of the historical process of the great rejuvenation of the Chinese nation. "The two establishes" are major political achievements made by the Party in the new era, and are the decisive factors in promoting the Party and state's cause to achieve historic achievements and undergo historic changes. The entire Party must deeply understand the decisive significance of the "two establishes," more consciously uphold Comrade Xi Jinping's core position in the Party Central Committee and the entire Party, more consciously uphold the authority and centralized and unified leadership of the Party Central Committee with Comrade Xi Jinping at its core, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and steadfastly maintain high consistency with the Party Central Committee with Comrade Xi Jinping at its core in thought, politics, and action.

3. Deeply understand the opening up of a new realm of Marxism adapted to China's conditions in the new era. Marxism is the fundamental guiding ideology for our Party's founding, governance, revitalization, and development. Practice has told us that the reason why the Chinese Communist Party can succeed, and why socialism with Chinese characteristics is so successful, ultimately boils down to the success of Marxism and the success of Marxism adapted to China's conditions in the new era. Since the 18th National Congress of the CPC, new changes in the domestic and international situation and new practical requirements have urgently required us to answer, from the combination of theory and practice, a series of major contemporary issues related to the development of the Party and state's cause, and the Party's governance and administration. Our Party has bravely explored and innovated in theory, deepening its understanding of the laws governing the Party's governance, the laws governing socialist construction, and the laws governing the development of human society from a new perspective, achieving major theoretical innovations, which are concentratedly embodied in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The "Ten Points of Clarification," "Fourteen Points of Adherence," and "Thirteen Achievements" proposed at the 19th and 19th Sixth Plenary Sessions of the CPC Central Committee summarize the main contents of this thought, which must be adhered to for a long time and continuously enriched and developed. Only by combining the basic principles of Marxism with China's specific realities and with excellent traditional Chinese culture, and by consistently applying dialectical and historical materialism, can we correctly answer the major problems posed by the times and practice, and can we always maintain the vigor and vitality of Marxism. Continuously writing a new chapter of Marxism adapted to China's conditions in the new era is the solemn historical responsibility of contemporary Chinese communists. To further promote theoretical innovation based on practice, we must first grasp the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, uphold and apply the standpoints, viewpoints, and methods running through it, and effectively implement the principles of putting the people first, upholding self-reliance and confidence, upholding the spirit of innovation while staying true to our roots, addressing issues in a targeted manner, maintaining a systems perspective, and embracing the world, continuously opening up a new realm of Marxism adapted to China's conditions in the new era in the great practice of the new era.

4. Deeply understand the mission of the Communist Party of China in the new era and on the new journey. From now on, the central task of the Communist Party of China is to unite and lead the people of all ethnic groups across the country to fully build a modern socialist strong country, achieve the second centenary goal, and comprehensively promote the great rejuvenation of the Chinese nation through Chinese-style modernization. The 20th National Congress of the CPC made a macro-level outlook on the two-step strategic arrangement for fully building a modern socialist strong country, and made key deployments for the strategic tasks and major measures for the next five years. This is a great and arduous undertaking, with a bright future but a long and arduous road ahead. Currently, China's development has entered a period where strategic opportunities and risks and challenges coexist, and uncertain and unpredictable factors are increasing, with various "black swan" and "gray rhino" events likely to occur at any time. We must enhance our awareness of risks and challenges, adhere to the bottom-line thinking, remain vigilant even in times of peace, and make preparations for major tests, even those that are extremely difficult. On the road ahead, we must uphold and strengthen the Party's overall leadership, adhere to the path of socialism with Chinese characteristics, adhere to the people-centered development philosophy, adhere to deepening reform and opening up, and adhere to fostering the spirit of struggle; we must neither follow the old path of closure and ossification, nor take the evil path of changing our banners and flags; we must firmly place national and ethnic development on the basis of our own strength, firmly grasp the destiny of China's development and progress in our own hands, and continuously win new victories in the comprehensive construction of a socialist modern country. The entire Party must keep in mind that upholding the Party's overall leadership is the only path to upholding and developing socialism with Chinese characteristics, that socialism with Chinese characteristics is the only path to achieving the great rejuvenation of the Chinese nation, that unity and struggle are the only path for the Chinese people to create historical feats, that implementing the new development philosophy is the only path for China's development and growth in the new era, and that comprehensively governing the Party strictly is the only path for the Party to maintain its vitality and successfully complete its new historical mission. These are crucial and essential understandings that we have gained from long-term practice. We must cherish them, adhere to them, and unwaveringly lead and ensure that the mighty ship of socialism with Chinese characteristics will sail steadily and far.

5. Deeply understand the Chinese characteristics and essential requirements of Chinese-style modernization. Based on the long-term exploration and practice since the founding of the People's Republic of China, especially since the reform and opening up, and through the innovative breakthroughs in theory and practice since the 18th National Congress of the CPC, our Party has successfully promoted and expanded Chinese-style modernization. Chinese-style modernization is socialist modernization led by the Communist Party of China. It has both common characteristics of modernization in various countries and Chinese characteristics based on its own national conditions. The 20th National Congress of the CPC summarized the Chinese characteristics of Chinese-style modernization, namely, that Chinese-style modernization is modernization with a huge population, modernization for common prosperity of all the people, modernization with the coordinated development of material civilization and spiritual civilization, modernization that is harmonious coexistence between man and nature, and modernization that follows the path of peaceful development. The 20th National Congress of the CPC made a scientific summary of the essential requirements of Chinese-style modernization: upholding the leadership of the Communist Party of China, upholding socialism with Chinese characteristics, achieving high-quality development, developing whole-process people's democracy, enriching the spiritual world of the people, achieving common prosperity for all the people, promoting harmonious coexistence between man and nature, promoting the building of a community with a shared future for mankind, and creating a new form of human civilization. This summary is the crystallization of the Party's profound summary of the historical experiences of China's modernization construction and that of other countries in the world, reflecting the continuous deepening of our understanding, the continuous maturity of our strategy, and the continuous enrichment of our practice on how such a large Eastern country as ours can accelerate the achievement of modernization. We must deeply understand and systematically grasp this, and in particular, we must put these essential requirements into practice in all aspects of our work.

6. Deeply understand the major deployments in socialist economic construction, political construction, cultural construction, social construction, and ecological civilization construction. In economic construction, we must fully, accurately, and comprehensively implement the new development philosophy, accelerate the construction of a new development pattern, focus on promoting high-quality development, build a high-level socialist market economic system, build a modernized industrial system, comprehensively advance rural revitalization, promote regional coordinated development, promote high-level opening to the outside world, and promote economic development to achieve both high-quality improvement and appropriate quantitative growth. In political construction, we must develop whole-process people's democracy, strengthen the institutional safeguards for the people to be masters of their own affairs, comprehensively develop consultative democracy, actively develop grassroots democracy, and consolidate and develop the broadest patriotic united front. In cultural construction, we must promote cultural self-confidence and self-reliance, build a strong socialist culture, build a socialist ideology with strong cohesion and guidance, widely practice the socialist core values, improve the overall civilization level of society, prosper and develop cultural undertakings and industries, enhance the spread and influence of Chinese civilization, and create a new splendor of socialist culture. In social construction, we must persist in guaranteeing and improving people's livelihoods in development, solidly advance common prosperity, improve the distribution system, implement the employment-first strategy, improve the social security system, promote the construction of a healthy China, and continuously fulfill the people's aspirations for a better life. In ecological civilization construction, we must advance the construction of a beautiful China, accelerate the green transformation of the development mode, thoroughly advance the prevention and control of environmental pollution, improve the diversity, stability, and sustainability of the ecosystem, actively and steadily advance carbon peaking and carbon neutrality, and promote harmonious coexistence between man and nature.

7. Deeply understand the major deployments in education, science, technology, talent, rule of law, and national security. The 20th National Congress of the CPC grasped the major trends in domestic and international development and highlighted the support of education, science, technology, and talent, the guarantee of the rule of law, and national security work in the overall layout of the Party and state's development. In terms of education, science, technology, and talent, we must adhere to prioritizing education, achieving self-reliance in science and technology, and being talent-driven; accelerate the construction of a strong country in education, science and technology, and talent; run education that satisfies the people; improve the scientific and technological innovation system; accelerate the implementation of the innovation-driven development strategy; deeply implement the strategy of strengthening the country with talent; and continuously create new impetus and advantages for development. In terms of the rule of law, we must adhere to the rule of law comprehensively and follow the path of socialism with Chinese characteristics; build a socialist system of the rule of law with Chinese characteristics and a socialist country under the rule of law; improve the legal system of socialism with Chinese characteristics centered on the Constitution; steadily advance law-based administration; ensure strict and impartial justice; accelerate the construction of a society under the rule of law; and advance the construction of a country under the rule of law. In terms of national security, we must unswervingly implement the overall national security outlook, improve the national security system, enhance the ability to safeguard national security, improve the level of public safety governance, improve the social governance system, and resolutely maintain national security and social stability.

8. Deeply understand the major deployments in national defense and military construction, work related to Hong Kong, Macao, and Taiwan, and diplomatic work. In terms of national defense and military construction, we must implement Xi Jinping's thinking on strengthening the military, implement the new era military strategic guidelines, uphold the absolute leadership of the Party over the People's Liberation Army, comprehensively strengthen the Party building of the People's Liberation Army, comprehensively strengthen military training and preparation, comprehensively strengthen military governance, consolidate and improve the integrated national strategic system and capabilities, achieve the centenary goal of the PLA's founding on schedule, and accelerate the building of the People's Liberation Army into a world-class military. In terms of work related to Hong Kong, Macao, and Taiwan, we must uphold and improve the "one country, two systems" institutional framework, implement the central government's overall jurisdiction, implement the principle of "patriots administering Hong Kong" and "patriots administering Macao," implement the legal system and enforcement mechanisms for safeguarding national security in the special administrative regions, support Hong Kong and Macao in developing their economies, improving people's livelihoods, and resolving deep-seated contradictions and problems in economic and social development, and develop and strengthen patriotic forces that love Hong Kong and Macao; adhere to the overall plan of the Party in the new era for resolving the Taiwan issue, firmly grasp the dominant position and initiative in cross-Strait relations, uphold the one-China principle and the "1992 Consensus," unite the broad masses of Taiwan compatriots to jointly promote peaceful development of cross-Strait relations, and advance the process of peaceful reunification of the motherland, and firmly oppose "independence" and promote reunification. In terms of diplomatic work, we must always adhere to the diplomatic policy of upholding world peace and promoting common development, strive to promote the building of a community with a shared future for mankind, firmly pursue an independent and peaceful foreign policy, persist in developing friendly cooperation with all countries on the basis of the Five Principles of Peaceful Coexistence, uphold the basic state policy of opening up, actively participate in the reform and construction of the global governance system, and promote the common values of all mankind.

9. Deeply understand the major deployments of upholding the Party's overall leadership and exercising full and strict governance over the Party. The key to comprehensively building a modern socialist country and comprehensively advancing the great rejuvenation of the Chinese nation lies in the Party. As the world's largest Marxist ruling party, our Party must always win the support of the people and consolidate its long-term ruling position; therefore, it must always maintain clarity and determination in addressing the unique challenges faced by a large party. Since the 18th National Congress of the CPC, through exercising full and strict governance over the Party, we have solved many prominent problems within the Party, but the challenges the Party faces in terms of governance, reform and opening up, the market economy, and the external environment will exist for a long time, and the dangers of complacency, incompetence, alienation from the masses, and corruption will also exist for a long time. The entire Party must remember that exercising full and strict governance over the Party is a constant process, and the Party's self-revolution is a constant process; there can be no slacking off, fatigue, or war-weariness, and we must persistently promote full and strict governance over the Party, deepen the new great project of Party building in the new era, and guide social revolution with the Party's self-revolution. We must implement the overall requirements for Party building in the new era, improve the system for exercising full and strict governance over the Party, uphold and strengthen the centralized and unified leadership of the Party Central Committee, persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge unity of thought and action, improve the institutional and regulatory system for the Party's self-revolution, build a high-quality cadre team capable of shouldering the heavy responsibility of national rejuvenation, enhance the political and organizational functions of Party organizations, adhere to a strict tone in strengthening conduct and discipline, resolutely win the tough battle and protracted war against corruption, comprehensively promote the Party's self-purification, self-improvement, self-innovation, and self-enhancement, so that our Party upholds its original aspiration and mission and always serves as the strong leadership core of the cause of socialism with Chinese characteristics.

III. Seriously do a good job in the study and publicity of the spirit of the 20th National Congress of the CPC

The study and publicity of the spirit of the 20th National Congress of the CPC should grasp the overall situation comprehensively and systematically, while highlighting key points and seizing key elements. The focus should be on General Secretary Xi Jinping as the core of the Party Central Committee and the entire Party, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding ideology that the Party must adhere to for a long time; on the major achievements since the 19th National Congress of the CPC and the great changes in the past 10 years of the new era; on grasping the worldview and methodology of the latest achievements in the Sinicization of Marxism and adhering to and applying the standpoints, viewpoints, and methods contained therein; on the theoretical and practical breakthroughs in Chinese modernization; on implementing the major decisions and deployments made by the 20th National Congress of the CPC; on the new Central leadership collective with Comrade Xi Jinping at its core being a leadership collective that is deeply supported and trusted by the entire Party and people of all ethnic groups across the country; and on General Secretary Xi Jinping as the leader of the Party who is unanimously supported by the entire Party and loved by the people.

1. Effectively grasp learning and training. Closely combining with the thematic education that the Party Central Committee will soon launch across the Party, multi-form, multi-level, and full-coverage training will be conducted for all Party members, organizing the vast number of Party members and cadres to earnestly study the spirit of the 20th National Congress of the CPC. The Party Central Committee will hold a seminar for newly-elected members and alternate members of the Central Committee to study and implement the spirit of the 20th National Congress of the CPC. Theoretical learning centers of Party committees (Party groups) at all levels will take the study of the spirit of the 20th National Congress of the CPC as key content, formulating systematic study plans and listing special topics for discussion. All regions and departments will hold training classes and seminars, concentrating a period of time to conduct centralized rotation training for Party and government leading cadres at the county and department level and above across the country, and conducting systematic training for Party members and cadres in phases. Grassroots Party organizations will adopt various forms to organize the vast number of Party members and cadres to earnestly study the spirit of the 20th National Congress of the CPC. The study of the spirit of the 20th National Congress of the CPC will be made a compulsory course in party schools (administrative colleges) and cadre colleges, and an important content of ideological and political education and classroom teaching in schools, and work will be organized to revise related textbooks, promoting the spirit of the 20th National Congress of the CPC into textbooks, classrooms, and minds. In learning and training, we will make good use of guiding materials such as "A Guide to the Report of the 20th National Congress of the CPC" and "100 Questions and Answers on Studying and Implementing the Report of the 20th National Congress of the CPC".

2. Carry out publicity activities intensively. From now until the beginning of next year, intensive publicity activities on the spirit of the 20th National Congress of the CPC will be carried out nationwide.
