At several sub-forums of the China Government Procurement Annual Conference, outstanding bidding agencies engaged in in-depth discussions on the core issue of "Self-Discipline Promotes Standardization, Standardization Promotes Development." Du Juan, General Manager of China Scientific Instruments Hubei Co., Ltd., was invited to speak. Her speech was compiled and published in the China Government Procurement News (April 12, 2024, Issue 4). This article is a reprint of the original text published in the China Government Procurement News.
The speech is as follows:
In recent years, with the rapid development of China's economy and society, the scale of government procurement has continued to expand, and government procurement activities have become increasingly complex. Against this backdrop, it is particularly important for agencies to promote standardization through self-discipline and development through standardization.
Self-discipline is a basic quality for every person involved in government procurement activities, and it is also an important guarantee for maintaining the fairness, impartiality, and openness of procurement. As an important participant in government procurement activities, agencies should strengthen self-restraint, consciously abide by laws, regulations, and policies, resolutely prevent any form of irregularities and rent-seeking, participate in government procurement activities with integrity, fairness, and professionalism, and establish a good industry image.
To promote development through standardization, we must clarify our responsibilities and help government procurement activities proceed smoothly. Agencies should continuously strengthen internal management, improve institutional construction, ensure that every procurement link has rules to follow and records to check, optimize resource allocation, and improve procurement efficiency through standardized procurement activities. At the same time, we should focus on innovation and talent team building, continuously explore new methods and approaches, and cultivate a professional team that understands policies, technology, and management to inject new impetus into the development of government procurement. In addition, we should strengthen cooperation and exchanges, learn from and learn from each other in the industry; communicate and cooperate with the government, enterprises, and society to form a joint force and jointly promote the development of government procurement.
