II. Applicant Eligibility Requirements:

1. Meet the requirements of Article 22 of the "Government Procurement Law of the People's Republic of China":

(1) Has the ability to independently assume civil liability;

(2) Has good commercial reputation and sound financial and accounting systems;

(3) Has the equipment and professional technical capabilities necessary to perform the contract;

(4) Has a good record of paying taxes and social security funds in accordance with the law;

(5) Has no major violations in business operations within three years prior to participating in government procurement activities;

(6) Other conditions stipulated by laws and administrative regulations.

2. Different bidders whose unit heads are the same person or who have a direct controlling or management relationship shall not participate in the government procurement activities under the same contract item of this project.

3. Those who provide overall design, specification compilation, or project management, supervision, or testing services for this procurement project shall not participate in other bidding and procurement activities of this project.

4. Not listed as a dishonest executor, a major tax violation and dishonest entity, or included in the list of seriously illegal and dishonest behaviors in government procurement.

5. Specific eligibility requirements for this project:

(1) The supplier has obtained the procurement documents for this project in the manner specified in the procurement documents.

The above eligibility requirements are the basic conditions that suppliers of this project should meet. Suppliers participating in bidding for each package must meet all the clauses corresponding to each package in the eligibility requirements and submit qualification documents in accordance with relevant regulations.
