III. Selection Content: Serum and culture media procurement. This project will select shortlisted suppliers to provide supply services according to the quantities indicated in the table below.

IV. Bidder Qualification Requirements:

1. Suppliers must be independent legal persons, organizations, or natural persons registered and obtaining business licenses (three certificates in one) within the People's Republic of China in accordance with the law. If the products or services they bid require relevant administrative licenses, they must obtain the relevant administrative licenses to participate in the bidding.

2. Suppliers shall provide a written statement that they have no major violations in their business activities in the three years prior to participating in this project (if less than three years, from the date of company establishment), and that all materials and documents provided for this project are true, legal, and valid.

3. In the three years prior to participating in this government procurement activity (if less than three years, from the date of company establishment), the supplier has not been included in the list of seriously illegal and untrustworthy behavior in government procurement on the "Credit China" website (www.creditchina.gov.cn), the information query of business abnormality list, major tax violations and untrustworthy entities, and the "China Government Procurement" website (www.ccgp.gov.cn), based on the query results after the announcement.

4. Suppliers shall abide by relevant national laws, decrees, regulations, and government procurement systems. Once participating in bidding, they shall bear the relevant legal responsibilities.

5. This project does not accept joint bids.

(1) From May 10, 2024 to May 15, 2024, suppliers can obtain bidding documents from 9:00-11:00 and 14:00-16:00 (excluding statutory holidays) with the original legal representative's authorization letter and the trustee's ID card (if the legal representative obtains it themselves, they must provide the legal representative's identity certificate and the original legal representative's ID card) and a copy of the relevant qualification certificates for supplier qualifications stamped with the official seal to China Scientific Instruments Hubei Co., Ltd.
