Procurement Requirements: Supplier selection for the procurement of festival慰问物资 for staff of the Huazhong University of Science and Technology Trade Union. This project is divided into four packages: Package 1: Large supermarket suppliers; Package 2: Seasonal food suppliers; Package 3: Specialty agricultural product suppliers; Package 4: Other types of festival慰问物资 suppliers. Specific requirements are detailed in Chapter 4 of this project's bidding documents. Suppliers may only bid on one package; bidding, evaluation, and award will be conducted on a per-package basis.
Contract Performance Period: The service period is 3 years (2024-2026)

II. Applicant Qualification Requirements
1 Meeting the following stipulations:
(1) Having the ability to independently assume civil liability;
(2) Having a good business reputation and sound financial accounting system;
(3) Having the necessary equipment and professional technical capabilities to perform the contract;
(4) Having a good record of paying taxes and social security funds in accordance with the law;
(5) Having no major illegal records in business activities in the three years prior to participating in procurement activities;
(6) Other conditions stipulated by laws and administrative regulations.
2 Different suppliers whose legal representatives are the same person, or who have direct controlling or management relationships, may not participate in procurement activities under the same contract item of this project.
3 Those who provide overall design, specification preparation, or project management, supervision, or testing services for this procurement project may not participate in other procurement activities of this project.
4 Not included in the "Credit China" website (www.creditchina.gov.cn) list of severely illegal and untrustworthy behaviors in government procurement, business abnormality list information query, major tax violations and untrustworthy entities, and the "China Government Procurement" website (www.ccgp.gov.cn ) list of severely illegal and untrustworthy behaviors in government procurement. (Based on the query results of the agency at the time of opening bids).
5 Supplier-Specific Qualification Requirements: Suppliers must have a valid "Food Business License".

III. Obtaining Bidding Documents
(1) Time: May 14, 2024 to May 20, 2024, 9:00 am to 11:00 am and 1:30 pm to 4:00 pm daily (Beijing time, excluding statutory holidays).
(2) Location: Online registration.
(3) Method: Qualified suppliers should provide the following stamped scanned documents to obtain bidding documents within the acquisition time.
1. For potential suppliers that are legal persons or other organizations: Company introduction letter/legal representative authorization letter (legal representative identity certificate), copy of the trustee's (legal representative's) ID card, and copy of business license or unit main registration certificate.
2. For suppliers that are natural persons, only personal identity verification is needed.
3. Other registration-related materials and requirements: Project registration form (download online).
4. Other documents that the supplier deems necessary to provide.
5. Suppliers who obtain bidding documents can pay the bidding fee (please be sure to indicate the project number when transferring money) to China Scientific Instruments Hubei Co., Ltd. (Bank account name: China Scientific Instruments Hubei Co., Ltd.| Bank: China Merchants Bank Wuhan Branch Shouyi Sub-branch| Account: 0279 0016 6710 504), and then send the above registration materials (scanned copies) and bidding fee transfer voucher (scanned copies) to the email address (zhongkeqi002@163.com) to register. After the bidding fee is confirmed to have arrived, our company will send the bidding documents by email according to the contact information provided by the supplier. The purchaser and procurement agent shall not be liable for any late delivery or loss that occurs during mailing or electronic text transmission. (Timeliness is based on the time when the complete registration materials are received by email and the bidding fee is confirmed to have arrived).
