II. Applicant Qualification Requirements

1 Meeting the following provisions, namely:

(1) Having the ability to independently assume civil liability;

(2) Having good commercial reputation and sound financial accounting system;

(3) Having the equipment and professional technical capabilities necessary for contract performance;

(4) Having a good record of paying taxes and social security funds in accordance with the law;

(5) In the three years prior to participating in procurement activities, there has been no major illegal record in business activities;

(6) Other conditions stipulated by laws and administrative regulations.

2 Different suppliers whose unit heads are the same person or have direct controlling or management relationships shall not participate in the procurement activities under the same contract item of this project.

3 Those who provide overall design, standard compilation, or project management, supervision, and testing services for this procurement project shall not participate in other procurement activities of this project.

4 Not included in the "Credit China" website (www.creditchina.gov.cn) government procurement serious illegal and untrustworthy behavior record list, business abnormality list information query, major tax violations and untrustworthy entities, and the "China Government Procurement" website (www.ccgp.gov.cn ) government procurement serious illegal and untrustworthy behavior record list. III. Obtaining Tender Documents

(1) Time: May 30, 2024 to June 5, 2024, 9:00 am to 11:00 am and 1:30 pm to 4:00 pm every day (Beijing Time, excluding legal holidays).

(2) Location: Online registration.

(3) Method: Qualified suppliers should provide the following materials with official seals scanned within the acquisition time to obtain tender documents.

1. For potential suppliers that are legal persons or other organizations: Unit introduction letter/Legal representative's authorization letter (Legal representative's identity certificate), entrusted person (legal representative)'s ID card copy and business license or unit entity registration certificate copy.

2. Suppliers who are natural persons only need to provide their own identity certificate.

3. Other registration related materials and requirements: Project registration form (download online).

4. Other documents that suppliers deem necessary to provide.

5. If suppliers obtain tender documents, they can pay the tender fee (please be sure to indicate the project number when transferring) to China Scientific Instruments Hubei Co., Ltd. (Bank account name: China Scientific Instruments Hubei Co., Ltd.| Bank: China Merchants Bank Wuhan Branch Shouyi Branch| Account: 0279 0016 6710 504), and then send the above registration materials (scanned copies) and the tender fee transfer certificate (scanned copy) to the email address (zhongkeqi002@163.com) to register. After the tender fee is confirmed, our company will send the tender documents to the supplier via email according to the contact information provided by the supplier. The purchaser and the procurement agent shall not be liable for any late delivery or loss during mailing or electronic text transmission.
