China Scientific Instruments Hubei Co., Ltd. is commissioned by the Baopu Street Office of Wuhan East Lake High-tech Development Zone to conduct a price inquiry and bidding process for its required public welfare positions management service project. Eligible bidders are welcome to participate in the bidding.

IV. Bidder Qualification Requirements:

1. Suppliers must be independent legal persons, organizations, or natural persons registered (three certificates in one) in accordance with the law within the People's Republic of China. If the products or services they bid require relevant administrative licenses, they must obtain the relevant administrative licenses before participating in the bidding.

2. Suppliers shall provide a written statement that they have no major violations in their business activities in the three years prior to participating in this project bidding activity (if less than three years, from the date of company establishment), and that all materials and documents provided for this project are true, legal, and valid.

3. In the three years prior to participating in government procurement activities (if less than three years, from the date of company establishment), suppliers have not been included in the dishonest executor list, the abnormal list of enterprise operations, the tax violation blacklist on the "Credit China" website (www.creditchina.gov.cn), and the list of seriously illegal and dishonest behavior records in government procurement on the "China Government Procurement" website (www.ccgp.gov.cn), as determined by the query results after the announcement is issued.

4. Suppliers shall abide by relevant national laws, decrees, regulations and government procurement systems. Once participating in the bidding, they shall bear the relevant legal responsibilities.

5. Joint bids are not accepted for this project.

V. Bidding Matters:

1. Procurement of bidding documents:

(1) Acquisition time: December 9, 2024 (Beijing time, 9:00-11:00 am and 2:00-4:00 pm daily, excluding statutory holidays).

(2) Acquisition location: 10th floor, Building A20, Guoyao Building, No. 666 Gaoxin Avenue, Wuhan East Lake High-tech Development Zone (China Scientific Instruments Hubei Co., Ltd.) / Online.

(3) Acquisition method: Required materials for obtaining selection documents (must be stamped): (1) For potential suppliers that are legal persons or other organizations: ① Unit introduction letter / legal representative's authorization letter or legal representative's identity certificate (when the legal representative collects it) ② Copy of the ID card of the entrusted person or legal representative (when the legal representative collects it) ③ Copy of business license or unit main registration certificate. (2) For potential suppliers that are natural persons, collect with a copy of the ID card. (3) Other required registration materials: Attachment ①: File acquisition form downloaded online.

(4) On-site collection: Suppliers need to bring the required registration materials to the 10th floor of Building A20, Guoyao Building, No. 666 Gaoxin Avenue, Wuhan East Lake High-tech Development Zone to collect them, and need to bring their original ID card for verification.

VI. Other Notes

Bids exceeding the procurement budget or maximum price will be treated as invalid bids.
