II. Supplier Qualification Requirements:

1. Suppliers must meet the conditions stipulated in Article 22 of the "Government Procurement Law of the People's Republic of China":

1.1 Have the ability to independently bear civil liability;

1.2 Have a good business reputation and sound financial and accounting systems;

1.3 Have the necessary equipment and professional technical capabilities to perform the contract;

1.4 Have a good record of paying taxes and social security funds in accordance with the law;

1.5 Have no major illegal records in business activities within three years prior to participating in this bidding activity;

1.6 Other conditions stipulated by laws and administrative regulations.

2. Suppliers are not included in the "Credit China" website ( www.creditchina.gov.cn ) list of dishonest persons subject to enforcement, tax violation blacklist, and list of seriously illegal and untrustworthy behavior in government procurement (based on the results of the inquiry by the agency on the opening day).

3. Different suppliers whose legal representatives are the same person or who have direct controlling or management relationships shall not participate in the procurement activities of the same subpackage of this project.

4. Specific qualification requirements for suppliers: Suppliers should have a valid food production license (provided by the manufacturer) or food business license.
